Tattoo Parlor Owner Arrested As NPU Serves Search Warrant At Hilltop Drive Business

A Redding tattoo parlor owner is accused of dealing drugs out of his Hilltop Drive shop. On Thursday afternoon Redding’s Neighborhood Police Unit and SINTF drug agents served a search warrant at the Royal Syndicate Tattoo Parlor. The owner, 44-year-old Donald Stroud, was in the parking lot when they arrived. He was searched and reportedly had a useable amount of Fentanyl on him. A search of the business allegedly turned up Methamphetamine in various places, packaging material, paraphernalia and a large amount of Cannabis. Stroud was booked for maintaining a business for the purpose of distributing controlled substances and possession of drugs for sale.
