The Redding City Council is delaying a decision that could advance the development of City of Redding-owned land including the Civic Auditorium, the Rodeo Grounds and Turtle Bay. A major developer and ballpark builder called Populous, along with the McConnell Foundation and K-2 Development, have elaborate plans for that 200 acres, of which the public has so far seen only a glimpse. A vote was on the agenda for next Tuesday for whether to declare the land surplus, which would be the first step before eventually entering into negotiations for selling it. This week city staff met with the State Department of Housing and Community Development to discuss the legal requirements for such a move. The state officials were not ready with a full explanation. Rather than vote and then hear from the state, the decision was made to delay the vote until January 18th or February 1st.
